Background



In Gaza Strip six neonatal intensive care units are providing neonatal care to newborns.



The El Shifa Neonatal Intensive Care Unit (NNICU) is providing its services to 1300 newborns representing 22% of the total admissions in the six NNICUs. However, the neonatal deaths at El Shifa NNICU represent 53% of total deaths. This high neonatal mortality rate is due to non-functional, non-appropriate spaces and equipment’s besides others.



UNICEF is using Japan government grant to support the El Shifa hospital management team to undertake rehabilitation work at the ground and the first floors of El Shifa NNICU as per the attached design.



Purpose and justification



As the Gaza Health and Nutrition team doesn’t have engineering skills, this consultancy will serve to:

-Review the Bills of quantities (BoQ) submitted by EL Shifa hospital team and update it in close collaboration with EL shifa team if needed, (Five  working days, starting 22 September 2013)
-Ensure site visits with potential contractors and report to UNICEF on these visits (Five working days, starting 1st October 2013)
-Provide supervision and monitor the rehabilitation work being conducted at the El Shifa NNICU and ensure quality of work and timely completion. (50 working days, starting 1st November 2013)



The scope of the work requires a part time person for a total of 55 working days (from 22 September to 15 February 2014).



Specific tasks and deliverables



The consultant is responsible for the following tasks:

-To review the BoQ submitted by EL Shifa hospital team and adjust it in close collaboration with the Hospital engineer if needed,
-To accompany the potential contractors to the rehabilitation site to clarify the detailed rehabilitation work as requested in the BoQ and joined designs (ground and first floor) and report to UNICEF on these visits,
-To conduct daily supervision of rehabilitation work according to specifications; monitor closely the progress of work; ensure completion of all tasks accurately and within set timeline,
-To provide technical advice/support to the contractors and oversight regarding the rehabilitation work; inform UNICEF of any concerns about the quality of work and or its timeliness,
-To review and verify payments’ requests submitted by the contractor, review measurement sheets for the work that the contractor is asking the payment,
-To prepare weekly and monthly reports on the progress of the work . Reporting



The consultant will report to the UNICEF, Health and Nutrition Specialist Gaza.

This is a field based position.


Weekly progress meetings will be held with UNICEF Gaza to provide an update on the status of the rehabilitation work.



Expected Background and Experience



The consultant is expected to possess the following:

-Degree in civil engineering
-At least 2-5 years of relevant professional experience;
-Organizational skills and management skills; efficiency in work
-Good communication skills;
-Experience in writing, report writing in English;
-Fluency in Arabic and preferably in English
-Experience in writing, report writing in English;
-Fluency in Arabic and preferably in English



Terms of Payment

The consultant will be paid based on National Professional NO-1 level for a negotiated fees equivalent to NIS 10,881 for 21 working days/month. The total fees will be : 10,881 X 55/21= 28,500 NIS
in addition to 1500 NIS/21 per month for  transportation.



The total transportation costs will be: 1500 X 55/21= 3,930 NIS



The total fees and transportation will be 28,500 + 3,930= 32,430 NIS which will be paid as below:



The consultant will be paid as below:

-4,000 NIS at signature of the contract,
-4,000 NIS at submission and acceptance of the reviewed BoQ,
-4,000 NIS at submission and acceptance of site visits’ report conducted  with potential contractors,
-4,000 NIS at submission of two consecutive weekly reports: 2 in November, 2 in December, 2 in January (total: 12,000 NIS)
-8,430 NIS at submission of final report at the completion of the rehabilitation work or on the 15 February 2014 which is the earliest.



General Conditions

-The consultant will primarily be working at project site with frequent interaction with UNICEF staff either by telephone, email and/or meetings at UNICEF office,
-The consultant will provide his/her own iT material i.e. computer.
-The consultant will not have access to the use of UNICEF transport. It is expected that the consultant uses his/her own mode of transport.
-No contract may commence unless the contract is signed by both UNICEF and the consultant
-Compliance with anti-corruption and anti-harassment policies of UNICEF is required.
