AMIDEAST is an international, non-profit, educational organization in the West Bank and Gaza with offices throughout the Middle East and North Africa. AMIDEAST is recruiting a number of positions for a USAID-funded Leadership and Teacher Development Program (LTD) to be based in its Ramallah office.


Procurement Officer


The Procurement Officer will be responsible for the implementation of the procurement and logistics of commodities, services and supplies procured by the project for the benefit of public schools, and insuring that AMIDEAST’s and USAID’s policies and procedures are met. This position will receive general supervision, administrative guidance, and day-to-day supervision from the
Operations and Compliance Manager. Specifically, the Procurement Officer will have the following duties:


Overall Position Responsibilities:
-Work with other LTD departments, MoEHE variance departments and beneficiary schools to finalize their procurement needs;
-Review, refine and compile the lists of needs submitted by the schools;
-Develop procurement plans of commodities and supplies;
-Implement the procurement activities in accordance to USAID and AMIDEAST regulations;
-Prepare tender documents , including Bills of Quantities and Specifications;
-Manage the tenders and Requests for Quotations, including the advertisement, bid review and analysis.
-Develop and maintain updated lists of local and international vendors;
-Develop and Maintain tracking systems to contracts and purchase orders;
-Participate in the preparations of reports to AMIDESAT and donors;
-Liaise and coordinate with local vendors, companies and relevant local authorities;
-Maintain track of contracts and purchase orders signed;
-Prepare monthly subaward information sheets
-Collect the vetting info and prepare vetting requests;
-Maintain vetting track sheets
-Ability to travel within West Bank and Jerusalem


Minimum Qualifications and Required Skills
-Bachelor’s degree preferably in accounting, finance, business administration, or related field.
-At least four years of relative experience in working with similar USAID funded projects.
-Good experience with Mission Order 21 requirements and procedures
-Knowledge in networking and computer systems is preferred
-Fluency in English and Arabic.
-Excellent knowledge of software applications: Word, Excel, PowerPoint, Internet, and e-mail.
-Have a valid driving license
