B&V a USAID Contractor located in Ramallah working in the infrastructure sector throughout the
West Bank is seeking experienced and qualified candidates for the following position:

Roadway Project Manager

The Roads Project Manager will be responsible for managing roadway design projects which will
be implemented using local consultants or in-house engineering staff. He will manage the design
process from preliminary through final design and perform quality control. The Roads Project Manager will supervise the work of in-house design staff and manage local sub-consultants engaged in roadway design.

This position requires extensive experience as noted below.

Responsibilities:
-Manage roadway projects associated with the USAID INPII program. Supervise the work of
subordinate staff and review the technical content of local sub-consultants engaged in roadway
design.
-Assist the Roadway Group Manager with the preparation of sub-consultant scopes of work and
managing schedule and deliverables.
-Lead the technical development of roadway geometry, drainage, pavement, safety, signage, etc.
Work with cost estimator to develop conformed BOQs.
-Perform quality control reviews on in-house and sub-contracted design work. Review projects
for compliance with all applicable Palestinian and international codes and standards.
-Prepare RFTOP documents for tendering by USAID. Coordinate with environmental, permitting
and cost estimating departments.
-Provide Support to the Construction Management and the Operations and Maintenance group
regarding roadway related design.

Minimum Requirements:
-Bachelor of Science in Engineering.
-Have at least 10 years of engineering design and construction experience focused on roadway
projects.
-At least 4 years of roadway design experience at the project manager level engaged in; supervision of engineering staff and sub-consultants, contract preparation, coordination with governmental agencies.
-A clear understand all local roads design requirements and standards.
-Knowledge of quality assurance and control processes.
-Experience writing scopes of work (terms of reference).
-Attention to detail with strong analytical skills.
-English Language fluency, spoken and written.
-Have sense of initiative and ownership.
-Good team working skills – works well with others.
-Valid Driving License
