JOB DESCRIPTION Job Title:
MIS Consultant Location: Ramallah and Jerusalem

Job Purpose Summary:
NRC requires a Consultant to develop a web-based management information system (MIS).
The consultant will develop a web-based application with complete with required web-forms and reporting functionality. The system will be designed using Java servlets, JavaScript, HTML5 and MySQL and any other related Open source tools and technologies as required.

Key Responsibilities:
Gather and analyze the requirements for the system which involves a business workflow analysis of a legal workplace including field offices will be required. This will be done in close consultation with existing ICT personnel. A System Requirement Specifications (SRS) will be produced by the Consultant based on the requirements. Produce a mock-up including the design of forms and reports of the system based on the SRS for approval prior by the existing ICT personnel prior to technical design of the system. Design and implement the back-end MySQL Database structure, and forms as the approved. It is noted that the design of the Database structure must be done in close coordination with the existing ICT personnel who will approve the design and verify the work. Complete the development of the MIS to full functionality implementing the SRS. Coding for the system must comply with MVC2 code architecture in English. The Graphical User interface (GUI) of the system will be in Arabic. This must be done in close coordination with the existing ICT personnel who will approve the design and verify the work. Deploy the application to the provided hosting and to configure the Tomcat server including security and performance. Test the application with the end users and modify to meet users feedback. Provide training to all end users of the system ( approximately 25 people) The consultant must provide one year support and maintenance, to the system includes the changes which is included in the existing system architecture. Provide technical training or existing IT staff so they can provide user training and support. Provide final report and system documentation which contains:
-SRS;
-Security measures;
-User Manual;
-Recommendations for improvements.

Qualifications and Competences
Academic and Professional Qualifications
BSc. in ICT related fields.
Relevant Experience At least 4 years of experience in web-based application and system analysis and Databases including the technologies above Knowledge,
Skills & Personal Attributes Experience with legal case management systems development is preferable. The Consultant should provide examples of similar functionality web apps. Fluency in Arabic and English
