PREMIERE-URGENCE/AIDE MEDICALE INTERNATIONAL (PU-AMI) is an international apolitical and non-religious non for profit organization intervening in more than 20 countries around the world to help people to survive and rebuild their lives. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected or forced to flee from war or disaster. PU-AMI started working in Palestine in 2007 with the effort is to safeguard and advance the rights of the Palestinians through improvements of livelihood in selected Palestinian villages. PU-AMI’s 3 years-long humanitarian and development strategy (2013-2016) is directly related to the lack of respect of the Human Rights and the International Humanitarian Law by Israel as occupying power and combined several sectors to prevent the loss of livelihoods and prevent displacements as a consequence of protection threats, lack of services (Health, Education, WASH), and lack of access to agricultural lands or job opportunities. The improvement activities include creating short term job opportunities to vulnerable men and women who may suffer from food insecurity. The objective of the project is to mitigate the impact on livelihoods of the food insecurity threats due to lack of employment opportunities, restrictions on Palestinian movement and regular attacks of ISF or settlers on agricultural lands, coupled with competencies and mechanism to prevent or address these threats where possible.
PU-AMI is currently looking to fulfill the position of CFW Field Officer. The CFW Field Officer role is to directly implement and daily monitor all the Cash for Work (CFW) men and women activities in the West Bank as defined by the West Bank Field Coordinator. He/she will provide experience and expertise in community based projects in the West Bank. Internally, He/she will contribute in reporting, updating the activity follow up tools and work plans. Externally, she/he will develop the community mobilization, relations with the municipality councils, identification of local partners if relevant, identification of opportunities/vulnerable groups and communities, etc…). In addition, He/she is responsible in alerting the team about any related protection issue/incident occurring in the area of intervention. She/he will ensure that the PU-AMI procedures and regulations are fully respected during the implementation of the livelihood activities.
This position is based in Qalqilya with at least 80% of the working time spent on the field. S/he will report to the West Bank Field Coordinator (100% of the activities of livelihood activities).
LINE MANAGER: The CFW field officer will be directly supervised by the WB Field Coordinator.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
-Responsible for the daily supervision, follow-up and monitoring of all Cash for Work (CFW)/ rehabilitation activities and CFW/ social activities in the fields, which include beneficiaries attendance, activities daily execution, payments, material reporting and proper implementation of the requirements of the project.
-Execute the adequate work plan to ensure that project deadlines are met and goals achieved.
-Provide regular/ daily on-site supervision of CFW activities execution.
-Support the Log Manager/Civil engineer in conducting the technical assessments of the infrastructures to be rehabilitated through CFW.
-Coordinate with the log manager to ensure delivery of construction material and social activities material. Establishing the bill of quantities and purchase requests.
-Monitoring and controlling the delivery and usage of materials (according to the follow up tools developed by the Log Manager)
-Monitoring the attendance of CFW project’s beneficiaries through cross-check of the attendance lists with the ID of the beneficiaries.
-Document all CFW activities by collecting and providing all necessary information and taking photos before/after the activity. Writing semi-daily reports showing the progress of the activities.
-Develop a post-activity maintenance plan with the municipalities and/or ministries.
-Explore and propose new orientations towards protection and agriculture activities in Area C (farmers exposed to protection threats/access restrictions), potentially linked to CFW when and where possible but not necessarily.
-Attend and participate in different clusters meetings with other INGOs when necessary.
-Provide data to be contributed to the writing of project proposals to donor organizations.
-In coordination with the protection officer, and the West Bank field coordinator, the CFW field officer continues to establish focal points in the villages of PU-AMI’s area of intervention to receive information about threats that could be responded by PU-AMI interventions.
-Identify and justify vulnerable cases within the selected beneficiary that could receive cash transfer (special cases and protection threats victims)
-Cooperate with the protection officer to define protection related issue in the area of intervention.
-In cooperation with the WB Field Coordinator, facilitate visits of donors to the fields.
ESSENTIAL QUALIFICATIONS, EXPERIENCE & SKILLS
-University degree in Civil Engineering, Agriculture studies, Agronomist, WASH or related field.
-Excellent knowledge of International Humanitarian Law and International Human Rights Law.
-2 years of experience in a similar position.
-Valid and clean driving license.
-Very good knowledge of West Bank villages (especially in Area C) and ability of movement in the field.
-Very good command of English (writing and speaking).
-Ability to work under pressure.
-Dynamic team player.
-Flexibility, adaptability and ability to work in different cultures.
-Excellent communication skills.
-Ability to write reports and follow-up execution of projects’ activities.
-Ability to meet deadlines.
CONDITIONS OF SERVICE
The CFW Field Officer is expected to be based in Qalqilya with 1-2 days a week in Ramallah and at least 80% of the working time spent on the field.
