Job Title:Advocacy and Communication Officer

Background:
War Child Holland (WCH) is an independent and impartial international non-governmental child right’s organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WCH has been working in oPt since 2004, and has an office in Jerusalem and in Gaza.

Objective of the position
The Advocacy and Communication Officer will be responsible for the design, implementation and M&E of WCH Israel and oPt Advocacy strategy and Communication Plan, both through program development of relevant local partners and involvement in international advocacy platforms. The Advocacy and Communication Officer will work closely with the War Child Holland Team to ensure the high quality of the War Child programme in Israel and oPt.

Responsibilities
-Updates and implements WCH Israel oPt Advocacy strategy and manages the budget allocated to advocacy activities;
-Plans, implements, monitors and evaluates WCH Israel oPt Advocacy activities and interventions;
-Designs, implements, monitors and evaluates WCH Israel oPt Communication Plan;
-Drafts internal and external reports on achievements and challenges relating to Advocacy through the internal log frame and PAS;
-Develops monitoring and evaluation tools and procedures to assess the impact of WCH Advocacy Strategy and interventions;
-Supports advocacy and communication components of relevant partners’ programs (through workshops, coaching and follow up) and leads joint advocacy actions when needed;
-Conducts regular capacity building on advocacy and communication within WCH Country Team in close cooperation with the relevant departments of HO in Amsterdam;
-Identifies potential areas of cooperation in the advocacy field with other partners (when relevant);
-Participates in the process of drafting proposals for donors;
-Represents WCH and provides substantial inputs to relevant Advocacy platforms (MRM 1612 working group, HCT, Aida Advocacy Sub Committee, etc);
-Participates in international events to position issues and lobby relevant stakeholders as needed;
-Liaises with professional counterparts of international and national organisations.
-Liaises with HO Advocacy, Campaigning and Communications (ACC) Department to ensure cooperation and support of WCH Israel oPt Advocacy Strategy
-Liaises with donors on issues related to WCH Advocacy Strategy

Strategy and Programs
-Contributes to program development events for partners through development of material and facilitation of sessions as needed (planning & proposal workshop, participation and inclusion events);
-Contributes to the development and review of the Country Strategy, programme/project proposals and annual plans by providing input;
-Contributes to WCH Israel oPt regular reports to HO;
-Contributes to the selection of new partners;
-Contributes to fundraising activities through the writing of funding proposals and concept notes;
-Supports Psychosocial, Education and Child Protection Programming as needed;
-Any other tasks deemed appropriate by the Country Representative.

Reporting
-Reports directly to the Country Representative.

Profile
Knowledge 
-Relevant academic background (Communications, Advocacy, public affairs; etc..)
-Extensive knowledge of child rights and human rights framework;
-Knowledge of humanitarian/development work in post-conflict context;
-Knowledge of quantitative and qualitative monitoring & evaluation tools;

Experience
-Minimum experience of two years with humanitarian or development programmes with (I)NGOs in post-conflict context;
-Minimum experience of two years in advocacy or communication
-Experience with training and capacity building of senior and junior staff;
-Experience in working with and capacity building of local partner organisations;

Skills
-Writing skills (writing proposals and reporting);
-Strong social and communication skills;
-Excellent training, facilitation and coaching skills;
-Good problem solving and analytical skills;
-Proficiency in written and spoken Arabic and English language (Hebrew will be an added value)

Other requirements:
-Works well in small team, flexible to take on new tasks, comfortable in a flexible working environment.
-Based in Jerusalem and able to travel to Israel, West Bank and Gaza.
-Driving license required

Conditions
-Full time job of 40 hours per week, distributed in five days according the needs of the program.
